deck is almost always in the running for a victory, but the problem is finding the right balance of land and counterspells, as well as leaving room for a win condition. This time, I will be looking into the area of magic few people have managed to master. Blue is about knowledge for the most part. Drawing cards, having more options then your opponent, knowing what your opponent is about to do...and having an answer for it. This deck may be hard to put together, but should prove to be quite useful in any tournaments. I built it for 1.5 tournaments, but it appears to be legal for type 2, but don't take my word for it.

Because the strategy of using blue is the hardest part to get down, I will spend more time discussing situations and solutions, like when to boomerang a creature, or to just counter it outright. You will notice a lot of rare/hard to get cards, well...thanks to cardshark.com I figure this deck could be bought for under $50

Pretty simple. Pay two blue to counter target spell. The trick is the strategy behind this. Since countered spells go to the graveyard, you want to counter the end result of a chain of spells. For example, if the player casts Dark Ritual

or Seething song, don't counter that spell, counter the spell he/she uses the mana he/she just got on, that way the ritual/song and the spell he/she casted go to the graveyard. There are some exceptions, but your best bet is to just experience mistakes and learn from them. These go very well with Isochron Scepter

Ok this is counterspell except the player who casted the spell you countered MAY draw two cards, if they do you get to draw one. This ability can both be your blessing and your curse; it all depends on your opponents draw. For strategy just use the same as you would if it were a Counterspell

{U}{U}

This instant returns target permanent to its owner’s hand. Keep in mind this means you can cast it on your own permanents, in this deck that has no use whats-so-ever, but keep it in mind if you use it elsewhere. The trick with this card is the decision to counter the spell as it gets cast, or wait until it is played and then boomerang it. A good idea is, if it has a ´´when ~ comes into play´´ ability you will generally want to counter it to keep it from doing its ability, other times you may want to save a counterspell for something else. There are, once again, exceptions but just learn from experience. Also be sure you think about the potential of a card as well. For instance, World Gorger Dragon looks like something to boomerang to a new player. But experienced players and tournament players know that World Gorger Dragon generally means your going to lose, or be the victim of a sick combo, so always counter something like that, just something to think about. This card goes very well with Panoptic Mirror

? Imprinting this card on the Mirror (assuming it survives your opponents turn, so be sure to leave mana open for counterspells) will give you infinite turns. Allowing you to boomerang all your opponents creatures, summon your broodstars, turn your factories into creatures and attack until your opponent is dead...oops I mean defeated. Be careful with this combo though, if it comes to late in the game you may end up decking yourself, so be sure you can deal enough damage before you run out of cards.
