This is my first submission and a doozy of a card so bear with me...

I thought it was an interesting ability, albeit a bit expensive. UU5 as a cost makes it less viable early game, and basing a deck design around a 7 cost card left me wondering, ´´Who wants a potentially slow deck that just keeps casting and recasting the same old spells?´´ And the answer came back ´´Me.´´

Important things to note when preparing to abuse a card are the nuances. It's easy to overlook the fact that Eye of the Storm

) because it says when you play an instant or sorcery ´´card´´. I have already played against a deck built by someone who didn't notice that, and fully expect to see more (I play with several less adept players).

The second nuance is slightly more subtle. Once a spell is cast, ALL of the spells are going to go off. The line ´´For each copy, (you) may play the copy without paying its mana cost.´´ refers to the fact that if you desire, you CAN pay the mana cost. Which, in itself is useful when dealing with X cost spells.

It's also important to realize that the card works for everyone, and if your opponent begins stockpiling instants, he can stark hijacking your stack out from under you by casting a well timed Lightning Helix

The last nuance, and possibly most important, is that as all of the copies are played at the same time, the active player chooses their targets first, and then the order in which they resolve.

I'm building the deck in block, and as Ravnica's blue guild choices are currently limited to house Dimir's blue-black guild, and transmute can let you get certain key spells as you need them, blue-black seems the way to go. Also, it's important to note that this deck is designed for a fun time, in a 3-4 person multiplayer, not a duel against a “slaughter you on third turn” speed deck.

With all this in mind let’s move on to deck construction.

's primary role in this deck is in making sure that your opponent doesn't draw many instants and sorceries. It can also be use in conjunction with Circu if you specifically want to remove certain spells from the list of options that player has.

can remove troublesome creatures in the opponent’s graveyard from the game. With all of the milling this deck can do, something nice may well present itself, also it's useful to slow dredging Golgari decks to a crawl. Just remove the biggest nasty in their graveyard and use it to block whatever they scrounge up. It can also be used to replace a fallen Circu if need be.

You always want to keep instants in your hand when the Eye is in play, when it isn't, you can pull the mana you need closer to the top, and when you can add this card's effect to every spell you play by using the Eye, suddenly casting any instant can get you another instant right away.

Consult The Necrosages - I need to go talk to the necrosages, and ask them which of these two abilities I should use. Draw two? Make you discard two? And they tell me I can do both, and suggest a third option... milling your deck into nothingness, and then making YOU draw two. Man, those guys are mean. Seriously, if your opponent HAS cards in his hand, and you still have an instant after you cast the Consult, make him discard.

is a risky proposition. If it's being stormed by the Eye, you need to worry about the possibility of your opponent casting any instant in their hand in order to copy it, and bounce the eye to your hand. All the spells go away, and you'll have to start all over. However if you have good control over the casting and are confident in your counter ability, then you can start bouncing their permanents to their hands and dealing damage.

Late game, it's more often than not going to ensure that neither you or your opponent ever have creatures on the board, the difference is, you should be making him discard his creatures in addition, and eventually he just can't keep anything around.

All creatures in play are buried.
, it's on there and goes off when you cast your spells also, (although you can always target its copy with a copy of a counterspell on the stack) playing against red burn is nerve wracking as invariably the battle goes to the person with the best mana production, as whoever casts more spells wins.

This deck is SLOW, if you're playing against white weenie or red burn you'll lose nine times out of ten, and even then the white weenie deck was probably mana flooded that tenth game. Interestingly enough I win the game frequently through milling before the Eye even hits the board. This is a fun deck, nothing more, it's a blast when it goes off, but nothing ensures that it will go off frequently.

However I have a plan for a FAST type 2 deck based around Eye of the Storm
