’s tomb isn’t inherently bad; it has an interesting effect and can help you survive to put a few last points through in the late game. It is however in most cases useless. That’s where I come in.
The first thing to look for in a sucky card is how it modifies the game when it hits the table. Lich

’s tomb essentially turns every permanent you have on the table into one of your life points. This can radically change how you and your opponents play the game.
On your side of the table allot of negative things happen. First gaining life ceases to do you any good, Secondly Blocking becomes a mathematical nightmare, especially if the opponent has any creatures with trample. Third sacrifice and paying life becomes basically the same thing. For example if you sacrifice a permanent you deny yourself a permanent to sacrifice if you would take damage later and if you would pay life you sacrifice that many permanents.
On your opponents side the value of many cards change. Burn spells become ultra valuable, giving the opponent a chance to take out several permanents in one spell can devastate you. Death spells increase slightly in value now destroying permanents and essentially lowering your life total. A Decree of Annihilation

’s Tomb hits the table on your side. But after close inspection I believe I have a deck, which can make the best of this seemingly sucky artifact.

's tomb. First, in the turns before you get it you can abuse your life total like an unwanted stepchild. Second, paying out half your life rounded up when you’re at zero or less doesn’t result in a net loss of life. Obviously the only color in which you could possibly abuse your life total so fast and regularly is black.
