Planeshift is a very unique set that introduces gating and a variety of very powerful cards. There are many good cards that I left off my top 10 list like Doomsday Specter, Orm's Chant, the multiple ability charms, and the multiple kicker Battlemages. This list merely represents the top 10 cards I believe will be the best in constructed formats, but I could be wrong.
Terminate
Terminate is by far the best this set has to offer. It kills a creature for only two mana. It even kills black creatures! Not since Swords to Plowshares has a removal spell been so good. Terminate will increase the playability of black red in type 2 and make it dominate powerhouse in Invasion Block Constructed. Extended should also put this card into good use now that you don't need white to run a great removal spell.
Flametounge Kavu
Not only is Flametounge Kavu a 4 power creature for 4 mana it hits a creature for 4 damage. I mean it would be a good creature at 1/1, but it's a fat 4/2. And, Kavu only takes one red mana so it is easy to splash and play. This card will make a big impact in Fires and Black Red in Type II. It will probably be in 75 percent of the Invasion block decks. I'm not sure how this guy will be in extended but I it'll be decent in survival.
Voice of All
Voice of All is an extremely versatile card that will see plenty of play. In testing for IBC this girl has been the house she flies over Tefari's Moat and is basically terminate proof. Against Black Red and IBC Fires, name red and she's practically invincible. However, I don't see the Voice making a big impact in type II or extended just yet.
Nightscape Familiar
This is the best of the five. It's similar to a super drudge skeleton. A good blocker makes your deck a turn faster. I see this guy making an impact in IBC and type II. Who doesn't want a 3rd turn Blazing specter and fourth turn Skizzik - Not me.
Thornscape Familiar
This is a quick fast creature that makes you deck a turn faster. This can be a deadly combination in a Fires IBC deck. I see this Familiar being big in IBC but with Fires and Green White already having a bunch of good mana creatures to speed it, it won't make a big impact in type II.
Stormscape, Thunderscape, and Sunscape Familiar: I don't see these guys making a impact in Type II and IBC. Of course, time will tell if they are still good efficient creatures.
Shivan Wurm
A 7/7 trample for 5 mana, what a deal. This is a great creature with a minor sometimes good drawback. Although gating is usually a pain, bringing back the occasional Flametounge Kavu can be pretty helpful. This card will see plenty of play in Fires in both IBC and type II. The Wurm isn't going to be as good as he should be with all the great removal, but if he does manage to stay on the board he can do some massive damage. I play 2 Wurms in my type II Fires and 3 in my IBC Fires and they work out great, but I don't think playing 4 of them is the answer he s a great creature but gating is usually a pain especially if you top deck him and don't have another creature in play.
Eladamri's Call
Eladamri's Call is an awesome card for type II and IBC. It's cheap and an instant. It gives green white a good way to retrieve their valuable creatures when they are needed. Eladamri's Call allows you to play only one of a creature that might only help you in certain match ups or situations. Once 6th edition cycles out this will be the only great tutor in my mind, maybe Diabolic intent can be good but I just don't see it right know. I also think Eladamri's call will be the Survival of the Fittest of type II and IBC.
Meddling Mage
Meddling Mage is a fun card. It is a quick way to deny your opponent valuable cards in his deck. Although at 2/2 the Mage is easy to kill. He is awesome in the mirror match against control and can be good against beatdown. I think Counter Rebel will benefit the most from the Mage. Blue White control is always a pain for rebels and now that you can play the mage and say Wrath of God the deck should become a lot stronger. I also like the Mage in Counter Rebel against Fires. Rebels already has a lot of targets for burn and the mage would take some heat away from your valuable searchers. I see this guy making a bigger impact in sideboards than main deck, but he will definitely see a lot of play in type II, IBC, Extended, and maybe, just maybe, type I.
Phyrexian Scuta
Phyrexian Scuta has become the hot card in this set, but it is 8th on my list because of its unfriendly environment. Three lives doesn't seem like a lot, but when you cast multiple Scuta's it adds up! Especially in the heavy burn IBC environment. In type II Scuta sees fast decks like fires that make's 3 life seem like a lot more. Against control Scuta just gets wrathed away like all other creatures. Parallax Wave also hurts this creature like most kicker creatures by making it just another Hill Giant. When I played Scuta in my IBC deck it would get terminated or Ghitu fired and the life I played to cast him ended up costing me the game due to big burn like Ghitu Fire. Don t get me wrong - I think Scuta is a good card that will see a lot of play but it isn't God; it dies to terminate just like the rest. I think Scuta will be pretty awesome when 7th edition hits. Duress and Diabolic Edict will make this creature a lot better.
Terminal Moraine
Terminal Moraine is a one-time Thawing Glaciers that allows you to play non-friendly colors and 3 color decks. This card will make a bigger impact in IBC than type II but it can be good in type II also. Not only does Terminal Marine acquire valuable land to make your deck run properly, it also thins your deck out, allowing you to draw power cards late in the game when needed most.
Rushing River
Rushing River is the best bounce card in Planeshift. For 3 mana you can bounce two creatures clearing the way for attackers, or bounce an artifact or enchantment you couldn't counter because you were tapped out. This card should be played in aggressive blue decks like blue skies. In IBC this card would be good in a blue black bounce deck or the sideboard of a multiple color control deck. Rushing River kills Saporling Burst tokens, makes gating creatures a lot more expensive, and makes kickers be paid over again. This card will definitely see play in type II and IBC.
